National Council on Disability To Release Report on People Labeled with Psychiatric Disabilities in Orlando, Florida

WASHINGTON--The National Council on Disability (NCD) will release its report From Privileges to Rights: People Labeled with Psychiatric Disabilities Speak for Themselves on Thursday, January 20, 2000, at the National Association of Protection and Advocacy Systems' Winter Conference 2000, at the Sheraton Safari Hotel, 12205 Apopka-Vineland Road, Orlando, Florida.

From Privileges to Rights is based on the testimony of people with psychiatric disabilities who testified at an NCD hearing in Albany, New York, in 1998. The compelling testimony has led NCD to the distressing and inescapable conclusion that the treatment of individuals with psychiatric disabilities is a national disgrace.

All the recommendations in this report emphasize the basic principle that people with psychiatric disabilities, are, first and foremost, citizens who have the right to expect that they will be treated according to the principles of law that apply to all other citizens.

NCD is an independent federal agency currently coordinating a multi-year study for the President and Congress on the implementation and enforcement of the Americans with Disabilities Act and other civil rights laws.
