[Bob Ellison open]
The National Council on Disability, N - C - D, issued a progress report on issues that affect people with disabilities. The issues: education, housing, transportation, technology, and laws passed to uphold the rights of persons with disabilities. NCD board member Audrey McCrimon says African Americans and other people of color can relate to slow movement.

"I think the issues that surround enforcement and monitoring are always things that have been woefully underrepresented when it comes to a contest between service dollars and civil rights monitoring."

McCrimon states however that there has been progress. Persons with disabilities are being included and more voices on disability concerns are being raised, discussed and addressed.
