U.S. Senate Confirms Robert Davila to the National Council on Disability

WASHINGTON-The U.S. Senate confirmed Robert R. Davila, Ph.D., one of President Bush's nominees, to the National Council on Disability (NCD) on July 29, 2002.

Dr. Davila, of Rochester, New York, is the chief executive officer of the National Technical Institute for the Deaf and vice president for the Rochester Institute of Technology.

Dr. Davila also served as the assistant secretary for special education and rehabilitative services in the U.S. Department of Education from 1989 to 1993, under President George H. W. Bush.

From 1978 to 1989 he held several positions at Gallaudet University in Washington, D.C., including vice president of pre-college programs, professor in the department of education, and dean.

NCD is an independent federal agency making recommendations to the President and Congress on disability policy. In 1986, NCD first proposed and then drafted the original ADA. Currently, NCD is coordinating a multi-year study on the implementation and enforcement of ADA, the Individuals with Disabilities Education Act, and other civil rights laws.
