The National Council on Disability, NCD, says that the federal government lacks a systematic way to track and investigate hiring complaints from the disabled, resulting in inconsistent enforcement of a law that bars discrimination.

This information is in NCD's report on section 504 of the Rehabilitation Act of 1973. Section 504 is recognized as the first national civil rights law to view the exclusion and segregation of people with disabilities as discrimination.

Glenn Anderson is the second vice chair of NCD's board. Dr. Anderson cannot hear. We spoke with him using an interpreter. Here is Dr. Anderson through the interpreter.

"Government programs are continuing to fall short in meeting the needs of African Americans with disabilities. There's a significant number of African Americans with disabilities. Let's not overlook African Americans with disabilities."

NCD recommended that the Bush administration increase funding for civil rights enforcement. The National Council on Disability is an independent federal agency made up of 15 members who are appointed by the president and must be confirmed by the Senate.
