Position: Attorney/Advisor, GS-905-12/13/14 Location: Washington, D.C. Vacancy: - ONE Area of Consideration: All Sources MAJOR DUTIES AND RESPONSIBILITIES: Performs research and analysis of laws, regulations, case law precedent and other legal documentation relating to disability civil rights laws. Based on research and analysis, drafts proposed decisions, briefs, opinions and other information necessary to provide information or to resolve an issue. Develops policy options for the National Council on Disability based on an analysis and examination of federal laws, programs and policies affecting people with disabilities such as programs and policies authorized under the Individuals with Disabilities Education Act, the Air Carriers Access Act, the Americans with Disabilities Act, the Rehabilitation Act, relevant Titles of the Social Security Act, the Fair Housing Amendments Act and any other disability related legislation. Provides necessary staff assistance to assigned NCD committees/teams. Prepares reports and sections of the Council's progress reports based on research studies of policy options and issues, legislative programs, federal laws concerning people with disabilities. Performs assignments related to the legal aspects of Council activities, including advising on the legal implications of regulations of various agencies. Drafts Council legal responses to proposed regulatory changes and monitors legal developments after implementation. Advises on the legality of proposed policies and procedures. Monitors and analyzes legal trends and developments in disability related legislation. QUALIFICATIONS REQUIREMENTS: GS-12: At least one year of experience at, above, or comparable to the GS-11 level. The GS-11 level requirements are: The first professional law degree plus one year of professional legal experience. GS-13: The requirements of the GS-11 plus two additional years of professional legal experience. GS-14: The requirements of the GS-11 plus three additional years of professional legal experience. All applicants must have a law degree and active bar membership of a state or Territory of the United States, or the District of Columbia. Time-in-grade restrictions are applicable to current Federal employees. Highly qualified candidates will be distinguished by submitting evidence that they possess the knowledge, skills, and abilities essential to acceptable performance in this position as described below. The relevant knowledge, skills and abilities may be demonstrated by reference to experience, training, education, or awards. 1. Demonstrated ability to conduct and analyze legal research in a thorough and efficient manner. 2. Demonstrated ability to draft legal analysis, briefs, opinions, reports and proposed legislation based on information relating to U.S. national and foreign policy affecting people with disabilities. 3. Demonstrated ability to monitor and analyze legal trends and developments affecting people with disabilities and to develop policy options based on these trends and developments.
