NCD Internship Opportunities 2026

The National Council on Disability (NCD) welcomes applicants for a variety of internships throughout 2026. Interns will gain valuable experience supporting the mission of the agency across its three teams.

Position Title: Student Volunteer Intern

Timeframe: Flexible length. Candidates received and considered on a rolling basis.

Location: Internships will be on-site in the Washington, DC office, or remote.

Hours / Schedule: Minimum 16 hours per week, flexible days

Qualifications

Applicants must meet the following qualifications to be considered:

• Be a U.S. citizen;

• Be a current graduate, law student, or post-graduate student in a field of study relevant to the work of NCD;

• Demonstrate strong research, analytical, and/or writing skills;

• Demonstrate an interest in improving the quality of life of people with disabilities and their families; and

• Demonstrate professionalism, reliability, and the ability to work independently.

Internship Descriptions: NCD’s small size, breadth of policy coverage, and fast pace provides a unique, hands-on opportunity to see and better understand and engage the operations and mission-critical work of a federal agency. NCD’s internship opportunities for highly qualified candidates are in the following areas:

The NCD Policy/Legal Intern will:

• Assist in legal and/or policy research for NCD policy projects;

• Assist in responding to Freedom of Information Act inquiries;

• Assist in writing parts of NCD’s policy reports based upon research team findings; and

• Prepare talking points and attend meetings with stakeholders.

Ideal candidates are graduate students in public policy or disability studies; or law students.

The NCD Legislative Intern will:

• Analyze proposed or draft legislation;

• Attend meetings with congressional staff to discuss legislation and policy concerns that impact people with disabilities;

• Assist in organizing and creating materials for policy briefings for congressional staff or members of the Administration;

• Assist in drafting congressional letters regarding NCD’s policy advisement; and

• Assist in summarizing materials of NCD’s policy advisement for Members of Congress.

Ideal candidates are graduate students in public policy or disability studies; or law students.

The NCD Public Affairs Intern will:

• Assist in creating website and social media content for agency policy materials;

• Assist in creating press releases and researching responses for media inquiries;

• Assist in devising report release strategies for NCD’s policy publications;

• Assist in photography and videography projects related to NCD public affairs; and

• Assist in promotional, set-up, on-site, and break-down public affairs activities for NCD’s quarterly Council meetings and other public events.

Ideal candidates are undergraduate or graduate students in public affairs or communication studies.

The NCD Administration and Finance Intern will:

• Review and format agency documents;

• Assist in processing invoices and receipts;

• Assist in preparing agency federal report submissions;

• Sort and archive files in accordance to federal archival requirements; and

• Completing special assignments as assigned.

Ideal candidates are accounting students; finance or administration undergraduate and graduate students.

Compensation: Unpaid. Externship / school credit available.

Agency Description

The National Council on Disability (NCD) was established by statute in 1978 through amendment to the Rehabilitation Act of 1973 (29 U.S.C. 780 et seq.). The authorizing statute specifies the agency’s duties, administrative powers, appropriations, and parameters regarding NCD Council and staff. The statute was amended by the Workforce Innovation and Opportunity Act (P.L. 113-128) in 2014.

The Council is an independent federal agency and is composed of nine members – four appointed by leadership in Congress and five appointed by the President; and a small professional staff that supports the Council Members’ work. NCD provides advice to the President, Congress, and executive branch agencies to advance policy that promotes the goals of the Americans with Disabilities Act – equality of opportunity, economic self-sufficiency, independent living, and full participation in all aspects of society – regardless of type or severity of disability.
